MP-HR eSerbisyo is the official digital service portal of the Office of the Human Resource Management Officer (OPHRMO) of the Mountain Province Government. It is designed to modernize and streamline HR-related services for government employees by providing a centralized, accessible, and efficient platform for essential personnel transactions.
Guided by the vision "Service Orbit – Every Service, One Portal," the system simplifies processes and improves service delivery—especially for employees assigned in far-flung areas.
MP-HR eSerbisyo was created to address a practical need: enabling employees to conveniently apply for leave, monitor approvals, and check available leave credits. With real-time access to leave information, users can better plan and make informed decisions without the delays of manual processing.

At present, MP-HR eSerbisyo focuses on HR services under OPHRMO. However, it is being developed with the goal of expanding into a wider provincial service platform.
Since public services in Mountain Province are primarily delivered by its 10 municipalities, the system aims to support this structure by serving as a centralized access point—providing links to available municipal e-services where applicable. As not all municipalities currently offer online services, this feature will be expanded progressively.
MP-HR eSerbisyo represents an important step in the digital transformation of Mountain Province—starting with HR services and building toward a more integrated digital government system.
